Allowable Costs Are Not the Same as Your Program Budget Line

How grant compliance auditors distinguish budget categories from award allowability rules when testing expenditures.

Program teams often treat the approved budget as the full rulebook. In grant compliance work, the budget shows where money was planned; the award agreement and applicable cost principles decide whether a cost may be charged at all.

When we sample invoices, we ask three questions in order: Is the cost within the award period? Does the agreement permit that category? Is the amount allocable to this award rather than another project sharing the same office?

A travel line that still has budget left can still fail testing if per diem rates exceed the funder’s schedule, or if the trip served fundraising rather than award activities. Conversely, a modest office supply purchase may be allowable even if the original budget lumped it under ‘other.’

Before your next drawdown, map each high-risk cost type—personnel, consultants, equipment, participant support—to the exact clause in the award. That mapping becomes the spine of both day-to-day coding and later compliance testing.
